Retired professor of Environmental Engineering, Taiwan Waneng University of Science and Technology. Former advisory consultant to the Hong Kong Emissions Trading Exchange. Over two decades of experience across carbon inventory, product carbon footprint, and carbon financial assets.

Chiu Lin-Tsan brings over 20 years of specialised expertise in greenhouse gas accounting, carbon market infrastructure, and environmental compliance across Taiwan, Hong Kong, Mainland China, and Singapore.
A retired professor from the Department of Environmental Engineering at Taiwan Waneng University of Science and Technology, he has served as advisory consultant to the Hong Kong Emissions Trading Exchange and as Advisor to the Taiwan Carbon Foundation. He holds qualification as a Licensed Environmental Engineer (Senior Grade Examination).
His project experience includes leading GHG inventories for multiple Taiwan-listed companies — including Chung Rubber, Keda, Ho Chang, and Chien Kun — as well as carbon footprint (CFP) assessments for Tung Ho Steel Enterprise Co., Ltd., and the development of ISO 50001 Energy Management Systems for Chien Kun Technology Co., Ltd.
From 2006 he participated in Clean Development Mechanism (CDM) development, including landfill gas-to-power engineering projects. He has provided advisory support for the early-stage development of carbon exchanges in Xinyu City, Jiangxi Province (Mainland China) and Hong Kong, and currently serves as Chairman of Hong Kong Carbon Financial Assets Management Co., Ltd.
Additional roles include: Director, Taiwan Carbon Emissions Trading Promotion Association; Chairman, Taoyuan City Carbon Trading Practitioners' Trade Union (Taiwan); Chairman, Taiwan Green Treasure Industrial Co., Ltd.; and Advisor to a Singapore-registered carbon exchange.

PhD graduate of Tsinghua University's Institute of Nuclear and New Energy Technology. Senior Engineer with 20 years of CDM methodology and carbon project development experience. Has led the development of over 300 emission reduction projects registered across CDM, Gold Standard, VCS, and CCER frameworks.

Zheng Zhao-Ning is a Senior Engineer and PhD graduate of the Institute of Nuclear and New Energy Technology at Tsinghua University, where he specialised in CDM methodology and energy economics modelling under leading CDM expert Professor Liu Deshun. His academic foundation spans hydropower system engineering and regional development planning at Tianjin University, and doctoral research at Tsinghua University's Global Climate Change Research Institute.
Since April 2005, Zheng has focused exclusively on the technical development of carbon emission reduction projects. His project portfolio spans hydropower, wind power, biomass power generation, biomass fuel substitution, photovoltaic, blast furnace gas, coke oven gas, dry quenching coke generation, TRT projects, coal mine methane, smelting waste heat recovery, animal manure treatment, landfill gas, and agriculture and forestry carbon sinks.
He has led the development of over 300 emission reduction projects across multiple international and domestic frameworks, including Clean Development Mechanism (CDM), Gold Standard (GS), Verified Carbon Standard (VCS), and China Certified Emission Reductions (CCER). His registered project record includes 270+ CDM projects, 20 GS projects, 32 VCS projects, 2 ICR projects, 43 I-REC projects, and 5 Tigrs projects. He has also achieved 11 successful CCER filings, with 3 CCER emission reductions formally issued.
Zheng has published over 40 papers in domestic and international journals on carbon methodology, energy economics, and climate policy. He currently serves as Chief Technology Officer at Beijing Jingyuan Fenghua Technology Co., Ltd.
